Notice: Industrial Pretreatment General Permit Issuances
The contributors to the Montville Sewers will need to adhere to the following:
The Department of Energy and Environmental Protection (DEEP) is pleased to announce the issuance of two updated General Pretreatment Permits designed to support Publicly Owned Treatment Works (POTWs) and improve compliance management:
- General Pretreatment Permit for Significant Industrial User, Dewatering, and Remediation Discharges (SIU GP) – previously the General Permit for Discharges of Wastewaters from Significant Industrial Users.
- General Pretreatment Permit for Non-Significant Industrial User Discharges to POTWs (Non-SIU GP) – previously the General Permit for Discharges from Miscellaneous Industrial Users (MIU GP).
These updated permits provide key benefits for POTWs, including:
Enhanced infrastructure protection and operational control
- More protective pH limits
- Temperature limits added
- Stronger prohibitions on PCBs and mercury
Comprehensive pollutant monitoring and source identification
- PFAS monitoring and minimization requirements
- Enhanced overall monitoring requirements
- More robust technical foundation for monitoring waivers
Improved administrative oversight and data collection
- Expanded permit coverage and application requirements
- Alignment of SIU and Non-SIU GP monitoring requirements
Streamlined digital application submissions
- New online form for Non-SIU GP
- Reduced administrative burden for POTWs
Key Dates for Both Permits
Issuance Date: October 29, 2025
Expiration Date: October 28, 2030
Applications Due: March 1, 2026 (For Existing Permittees)
Applications may be submitted starting December 1, 2025
